When to convert, and when not to

Keep the PNG if you're just displaying or sharing the image, since a PSD is far larger and won't open in a browser, an email client, or most image viewers.

No. Both formats are lossless, so the pixels come through unchanged. What changes is the container, not the image data.

Will the PSD have multiple layers?

Does the PSD keep the PNG's transparency?

Yes. If the PNG has a transparent background, that transparency carries over to the PSD as an alpha channel.
