When to convert, and when not to

Keep the CSV if the data still needs to be sorted, filtered, or fed into another program, since RTF turns it into a fixed document rather than working data.

Not in the same way. RTF is a text document format, so the table reads well but you can't sort columns or run formulas on it. For that, keep working in the CSV.
